Constantino Lima Chávez, Takir Mamani ese era el nombre que empleaba en sus luchas políticas, es un líder indianista sañudamente perseguido y enviado al exilio en el gobierno del dictador Hugo Bánzer (1974). A su retorno en Bolivia, fundó el Movimiento Indio Tupac Katari (con Luciano Tapia y Julio Tumiri, entre otros), en la comunidad de Las Piedras, en 1978. Con esa sigla participaron en las elecciones de 1978 y 1979, sin alcanzar ningún escaño. En 1980, ya dividido el MITKAS, alcanzó la diputación con su partido Movimiento Indio Tupac Katari Uno (MITKA-1).

Es uno de los primeros en propugnar el nombre de Abya Yala para el continente americano.

Participó a la Conferencia de las ONG de 1977 en Ginebra como Delegado del Movimiento Indio Tupac Katari.

En el marco de este proyecto, participó en el Simposio de 2013.

Constantino Lima Chávez, Takir Mamani, that was the name he used in his political struggles, is an Indianist leader who was viciously persecuted and sent into exile during the government of the dictator Hugo Bánzer (1974). Upon his return to Bolivia, he founded the Tupac Katari Indian Movement (with Luciano Tapia and Julio Tumiri, among others), in the community of Las Piedras, in 1978. With this acronym they participated in the 1978 and 1979 elections, without winning any seats. In 1980, with the MITKAS already divided, they won the deputation with their party the Tupac Katari Indian Movement Uno (MITKA-1).

He was one of the first to advocate the name Abya Yala for the American continent.

He participated in the 1977 NGO Conference in Geneva as a delegate of the Indian Movement Tupac Katari.
