Mario Ibarra, un militante chileno que había sido detenido, torturado y encarcelado tras el golpe militar de 1973, pudo salir de la cárcel chilena hacia lo que resultó ser un exilio permanente en Ginebra, llegando justo antes de la conferencia de 1977. Al final de la conferencia, se ofreció como representante en Ginebra del Consejo Internacional de Tratados Indios (CITI) mientras proseguía sus estudios en el Instituto de Ginebra. Trabajó estrechamente con Willemsen-Díaz, aprendiendo todos los aspectos de los procedimientos de la ONU, transmitiendo sus conocimientos a otros representantes indígenas y se convirtió en un defensor de los derechos indígenas.

Mario Ibarra, a Chilean militant who had been detained, tortured and imprisoned after the 1973 military coup had been allowed to leave Chilean prison for what turned out to be permanent exile in Geneva, arriving just before the 1977 conference. At the end of the conference, he volunteered to be the Geneva representative for the International Indian Treaty Council (IITC) while he pursued his studies at the Geneva Institute. He worked closely with Willemsen-Díaz, learning every aspect of UN procedures, passing his knowledge on to other Indigenous representatives and became an Indigenous rights advocate.

As part of this project, he participated in the 2015.
