«To the Symposium of the Indigenous Peoples, United Nations, Switzerland, September 10th to the 13th, 2013.
My dear comrades and veterans of the world movement of Indigenous Peoples! Dear young generation of Indigenous Peoples of the world who are to inherit their Father and Mothers’ achievements in the movement of their peoples into the state of self-government and autonomous existence, I accepted the invitation to participate in this Symposium with enthusiasm, especially because I have something to say, something I would like to share. However, a sudden illness has forced me to stay in Moscow.
It has been six years already since that eminent day when the United Nations General Assembly adopted the Declaration on the Rights of Indigenous Peoples, which gave all Indigenous Peoples, without a distinction of their place of residence, the same and equal rights for their development. It should be noted that all continents and all countries do not yet successfully enjoy all of the Declaration’s postulates. Today’s Symposium will contribute to the introduction of useful experience of different Indigenous Peoples in the fulfillment, within their communities, of their rights affirmed in the Declaration. However, it is worth stressing that a huge percentage of the indigenous population has no strongly developed political views. And I insist it is necessary to teach them according to the following principle: seeing once is better than hearing twice. It’s important to organize seminars and trainings for representatives of different Indigenous Peoples in the countries where the local Indigenous Peoples have already created their developed autonomies. For example, in the last working years of the UN Working Group on the Declaration, together with social figures and chiefs of practically all the tribes, an Inuit Autonomy was created in Canada. It would be of great use for the other Indigenous Peoples, who up until now, have not yet managed to realize the postulates of the Declaration in their territories - for instance, the Nivkh, who have lived in the Sakhalin Island for thousands of years - to meticulously study how the Inuit people in Canada resolved the self-determination issue. They might learn how their autonomy provides them the renaissance of their ethnic identity, the renaissance of their spirituality, their language and ancestral hearts, their traditional right to ancestral lands, the provision of ethnic education and up-bringing of children, the economic and social development, the creation of the self-determination mechanism and hierarchy and the interaction of the federal organs of state power.

I would also call the attention for the honoring of Jimmie Durham, Cherokee, who could not be here due to health reasons. He was one of the founders of this conference, in 1977, who came to the NGO community, here in Geneva, asking that an Indigenous People’s conference takes place in the future, which was realized in 1977. ¡Queridos camaradas y veteranos del movimiento mundial de los Pueblos Indígenas!
Querida generación joven de Pueblos Indígenas del mundo que heredarán los logros de sus Madres y Padres en el marco del movimiento de sus pueblos para lograr el autogobierno y la existencia autónoma: Acepté la invitación para participar en este Simposio con entusiasmo, sobre todo, porque tengo algo que decir, algo que quisiera compartir. Sin embargo, una enfermedad inesperada me ha obligado a quedarme en Moscú.
Han pasado ya seis años desde aquel eminente día en que la Asamblea General de las Naciones Unidas adoptó la Declaración sobre los Derechos de los Pueblos Indígenas que le dio a todos los Pueblos Indígenas, independientemente de su lugar de residencia, derechos iguales y equitativos para su desarrollo. Hay que recalcar que ni todos los continentes ni todos los países gozan aún de las disposiciones de la Declaración. El Simposio de hoy contribuirá a la presentación de experiencias útiles de los diferentes Pueblos Indígenas respecto de la obtención, dentro de sus comunidades, de sus derechos afirmados en la Declaración. Sin embargo, es necesario subrayar que un gran porcentaje de poblaciones indígenas no ha desarrollado puntos de vista políticos. Insisto en que es necesario enseñarles siguiendo el principio siguiente: ver una vez es mejor que escuchar dos veces. Es importante que se organicen seminarios y formaciones para representantes de diferentes Pueblos Indígenas en los países donde los Pueblos Indígenas locales ya han creado sus propias autonomías. Por ejemplo, en los últimos años de trabajo del Grupo de Trabajo de las Naciones Unidas sobre la Declaración, en colaboración con figuras sociales y jefes de prácticamente todas las tribus, se creó una autonomía inuit en Canadá. Para los otros Pueblos Indígenas que, hasta ahora, no han logrado concretizar los postulados de la Declaración en sus territorios (como en el caso de los Nivkh, quienes han vivido la Isla Sakhalin durante miles de años), sería útil que estudien meticulosamente cómo solucionó el pueblo inuit, en Canadá, la cuestión de la autodeterminación. Quizás aprendan cómo su autonomía da lugar a un renacimiento de su identidad étnica, de su espiritualidad, de su lengua y de sus corazones ancestrales; a la obtención de su derecho tradicional a las tierras ancestrales, de la educación étnica, de la crianza de sus niños y del desarrollo económico y social; a la creación de mecanismos de autodeterminación y jerarquía; y a la interacción de los órganos federales del poder estatal.
